NAVY OFFICER QUALIFIES
     Lieut. J. H. Towers, U. S. N., qualifies for an aviator's license at Hammondsport, N. Y., September 14th, using one of the navy's hydro-aeroplanes. He expects to leave with Lieut. T. G. Ellyson for the Naval Aviation Training School at Annapolis.
